The Department of the Interior and Local Government has conducted a 5-day Coaching/Mentoring on LGUs in Business Permit and Licensing System (BPLS) cum e-BPLS User’s Training in support to the automation of Business Permit and Licensing System (BPLS) of municipal LGUs in the province in partnership with the Department of Information and Communication Technology. The training has been a success and five (5) Local Government Units representing each of the Provinces in Region XI, namely LGUs Lupon, Malita, Kapalong, Compostela and Hagonoy were the recipients and able to access the system.
Engr. Virgil Fuentes of the DICT said the system’s main features include online application for new/renewal of business permits and retirement of businesses and business lines; computerized assessment of fees, taxes and charges; online printing of Tax Order of Payment; online printing of business permit; and endorsement module for the Office of the Building Official, and other LGU concerned offices.
Maria Ruby Batingal of the DILG-BLGD said after the applications, they are to visit the municipalities to better introduce the system after proper assessment and inspection for the LGU’s readiness of use of the technology.
As stated in the DILG-DTI-DICT Joint Memorandum Circular No. 01 series of 2016 titled, “Revised Standards in Processing Business Permits and Licenses in All Cities and Municipalities” issued on 30 August 2016, the Department of Information and Communications Technology (DICT) in partnership with DILG through the BLGD and the Department of Trade and Industry (DTI), shall provide training programs to LGUs on the planning and implementation of a computerized BPLS. The DICT shall make available to qualified LGUs a software that can be used in computerizing their BPLS.
